【摘要】:Inspection,repair,andconstructionofASTsinpetroleumserviceshouldfollowataminimumtherequirementsofAPI650andAPI653.ThesestandardsdescribemethodsfortestingtheweldqualityandstructuralandhydraulicintegrityofneworrepairedASTs.WithincreasingemphasisonprotectingtheenvironmentandwithenvironmentalissuesrelatedtothestoringofpetroleummaterialsinASTs,ownersandoperatorsofsuchtanksmaywantorneedaguidedevotedtoexistingandenhancedmethodsforevaluatingthehydraulicintegrityofneworrepairedtankbottoms.Theconsequencesofatankbottomfailureincludetheeconomiclossofproduct,costofrepairorreplacingthetankbottom,andexposuretothecostofenvironmentalremediationandpotentialdamageorharmtoadjacentlandsthatmaygiverisetoadversepublicrelationsorregulatoryaction.Inaddition,releasesofpetroleumproductsintroducepotentialfireorexplosiveconditions.OwnersandoperatorsofASTsortheiragentscanusethisguidetohelpchoosemethodsofevaluatingthehydraulicintegrityoftheirrepairedornewtankbottoms.Selectionofthemethodsshouldbebasedonregulatoryandeconomiccriteriathatincludeoperationalandcost/benefitconsiderations.ThisguideisintendedforusebyanindividualexperiencedinrepairandconstructionofASTsinpetroleumservice.ThisguideisintendedforusewhenrepairingorbuildingASTsandnotintendedforusebeyondtheconstructionprocess.ThisguidedoesnotaddresssuitabilityforuseorimplyusefullifeofanASTbottom.ThisguideisintendedtobeusedinconjunctionwithandasasupplementtostandardsprovidedforhydraulicintegrityinAPI650andAPI653.Proceduresormethodsincludedheremaybesupportedbyapreviouslycompletedanddocumentedperformanceevaluation(s)thatmaylenditselfasvaluableresultsvalidation.1.1Thisguideisintendedtoprovidethereaderwithaknowledgeofconstructionexaminationproceduresandcurrenttechnologiesthatcanbeusedtogiveanowneroroperatorofanabovegroundstoragetank(AST)inpetroleumservice,relevantinformationonthehydraulicintegrityofanew,repaired,orreconstructedtankbottompriortoreturntoservice.ThisguidedoesnotpertaintohorizontalASTs,manufactureoftanksusingUL142,ortotanksconstructedofconcreteorothernon-ferrousmaterials.1.2Theadoptionofthemathodsandtechnologiespresentedinthisguidearenotmandatory,rathertheyrepresentoptionsthatmaybeselectedtoidentifythelikelihoodofproductleakingthroughanew,repaired,orreconstructedtankbottom.1.3Thisguideisnotintendedtosuggestortreatanytechnologyinapreferentialmanner.1.4Thepersonresponsibleforapplyingthisguideshouldbeaknowledgeableindividualwithexperienceinthedesign,inspection,construction,orcombinationthereof,ofabovegroundstoragetanksforuseinpetroleumservice,andshouldalsobecertifiedundertherequirementsofAPI653whenuseisrelatedtotankbottomrepair.1.5Thisguideiswritteninmetricmeasureunits(SIUnits)inaccordancewithrequirementsofPracticeE621.Englishmeasureequivalentsareinparentheses.1.6Theapplicabilityofthisguidetotheproposedtankconfigurationandserviceconditionsshouldbeestablishedpriortouse.1.7ThisguidecomplieswithASTMpolicyfordevelopmentandsubsequentuseofastandard.1.8Thisguideissubjecttorevisionatanytimebytheresponsibletechnicalcommitteeandmustbereviewedeveryfiveyearsandifnotrevised,eitherreapprovedorwithdrawn.Yourcommentsareinvitedeitherforrevisio......
